Yes ! Under the Racing Rules of Sailing rule 32.1 as
amended by Appendix E
Starts are only abandoned because of thunderstorms RRS

Boats can get wet !
Having said that,
at
all times the responsibility for the safety of their boat and themselves
including the decision to participate or continue shall rest with the
competitors. By entering this event it is deemed that you accept these
responsibilities.
What about lack of wind or too much wind ?

Nope. Again RRS 32.1 as amended by E3.10 does not
apply to radio yachts. Starts can not be abandoned or courses shortened due to
insufficient wind.
However, read club bylaw 5.3, 5.5 and 5.6
5.3 : 2 heats must be held in a night.
5.5 : one boat must finish
5.6 : Boats not finishing 15 minutes after the first boat
shall score a DNF
Too much wind.... There is no rule ....

Why is there only 5 races/ heats in a night ?

There must be 2 races in a night to make it official . One
race was not sufficient enough to call it official members thought, and
a cap was put on a night as well, 5 maximum races / heats.
5 maximum to count in the scores was established for the
following reasons.

leaves time to allow for introducing new members to take
the helm and try it after races

5 is an odd number, not as many ties
-
more importantly , to show up at a race expecting a set
number of races. Races take batteries and to leave it open ended is unfair.

The shrouds on my boat just came lose, can I
call time-out in a sailing race ?

Thats depends.
If
prior to the initiation of the one minute countdown sequence, a skipper
indicates to the starting official that he/she is unable to race due to a
technical problem / breakdown, the starter will delay the start for five (5)
minutes. Only one delay will be allowed per heat.
Time may not be called once the count-down is below one
minute. The race has in a sense started, boats are jockeying for position and
making for the line.
Why only one
time-out per heat?

This rule is in place, not to speed things along so we can
socialize earlier, but to eliminate the need to bring cases of batteries with
you to a race. While one person may call a time-out, 5 minutes does not put
that much of an disadvantage on ones batteries, those that are still in the
water. But a second time-out is now 10 minutes. In heavy air this may make a
difference, and as well, how do you say no to person #3 from calling a third
consecutive time-out.
The same person may call a time-out the next heat in
Windsor club races, while in special events one should read the Sailing
Instructions, different rules may apply.
